The Illinois Senate has passed the Dignity in Pay Act to end the use of federal 14-C certificates, which allow subminimum wages for workers with developmental and intellectual disabilities. These workers currently earn as little as $0.50 per hour, a practice critics say devalues them and denies their dignity. Starting in 2029, Illinois will no longer allow subminimum wages, making it the 19th state to enact such a law.
To support this transition, the legislation provides a $2 million grant fund to help community agencies adjust to the new model.
